為什麼只搶險不防災
【北京雨災】7月28日北京獨立參選人團隊和一些村民前往北京廣渠門橋附近悼念“7∙21”水災受害者。他們質問政府為什麼總是做搶險的準備而不做防災的準備，認為這場災難是腐敗的官僚制度造成的，“因為，搶險可以立功，而防災了，就沒有他們立功的機會了！ ”。
