2014年6月20日，王清營被以涉嫌“煽動顛覆國家政權罪”正式逮捕，羈押在廣州市第一看守所。當局在“六四”25週年前夕，抓捕了一批維權人士和異議人士；5月16日，王清營被以涉嫌“尋釁滋事罪”刑事拘留，關押於廣州白雲區看守所。王清營因簽署《零八憲章》丟掉了在廣東工業大學華立學院的教師工作。他與唐荊陵一同推動“中國公民不合作運動”。
